That way, I never use the period as anything but a decimal separator or sentence end. My strategy for text is to capitalize only proper names and use all caps for abbreviations. Why do you need to convert a single line of text to mtext? A single text object doesn't ever need to be a paragraph. For those situations where you want to clear the formatting, just double click the mtext, CTRL+A, and choose "clear" from the formatting panel of the ribbon. Unless you have a lot of situations where you use "EX." as the first 3 characters of strings, you shouldn't have too much trouble.
Your example is an unfortunate instance of the downside of that "feature." I think that is very interesting and was probably was intended as a useful feature. While the contents are not easily inspected, it appears that it's algorithm is that if a period is either the 2nd or 3rd character of the first text object selected, then it assumes that you want a list format. TXT2MTXT is in a file called leaderex.arx. It doesn't have anything to do with your AutoCAD version, since the Express tools haven't changed in years.
